I have A 1980 Cabinet style Pac man I need help with.  I get A yellow, red, green blur on the screen. Volume works fine. I see no "Orange Glow" on the yoke of the CRT.  So far I have removed the game board cleaned it, checked for broken wires on the cables, reseated socketed parts checked for bent pins open traces etc.   Shouldn't there be an orange glow to the CRT if I get any picture?

If you have any picture at all then neck glow isn't you problem. You'll see neck glow on the neck not the yoke. The neck is the clear glass that the neck board sockets onto. It's really hard to see unless almost completely pitch black. As for the smearing colors I don't have a clue. You need to find out the type of monitor it is ( Pac are usually G07 or WG k4600) and start trouble shooting.
