My pacman recently began having a video problem in that the display is now a narrow strip down the middle of the screen. Is this a problem that can normally be fixed with a chassis cap kit?

Yeah that looks like something that could be fixed with a cap kit.

Also i see a huge humbar, might be time to replace some filter caps. How bad do the filter caps look on the pacman pcb?

The filter caps look original. Is this something I can replace myself or do you recommend sending to you for service?

The monitor filter cap is probably not the cause of the humbar. I've found the filtercaps on the game PCB can cause it and poor grounding can cause it. I recommend learning how to service the machines yourself if you are going to stick with the hobby.
