Scrolling like a vertical or horizontal hold issue? If you adjust those pots, does it do anything? If you wiggle the ground connectors does it go away?

Does it play well? Do you like the game play of the pin?  It might be a "trade up" depending on what Centipedes go for in your area. Centipedes aren't super hard to come across.

If it's an original Ms. Pac, keep it looking like a Ms. Pac. If it's a conversion then go with whatever art work you feel like. (My personal opinion).  Other than the JAMMA harness, you'll need an extra button for the fire button for things like Galaga, DK, etc.

I understand the lure of a multi game cab. I will let you know that if it is truely a Ms. Pac you can keep the original harness and get a Ms. Pac to JAMMA adapter and avoid having to do that wiring. Then if it ever gets converted back everything is still in place.

Make sure the voltage is good. 5v DC at the board. From there, I'd try reseating the socketed chips on the boards.  If you have the ability, the next step might be to do a checksum of the EPROMs to make sure they aren't corrupted.

Make sure you have decent bits. I've broken tons of cheap-o Harbor Freight bits in coin locks. Start small and work up the size until it's free.

Dear lord what happened? It looks like it got damaged in shipping by I don't read German (?).  Start by going through and making sure you have reseated all of your connections. Look for loose socketed ICs, maybe even reseat all of those too.

Before you go crazy, did you check voltages? Start simple and work backwards. Improper voltages will cause issues like this.
