What about frequency? USA is supposed to be 110 volt 60hz and in Europe 220 volt 50 hz.

It's not the tube itself. It looks a little like that video John uploaded where he had a damaged neck (bent pins and some of the plastic). He made it work. But It just seems to me that the neck is something you could replace. It's like it is held in place using a strap.

I bought a replacement chassis for my monitor from the US.

Then I realized it said "110v" on it. I am in Europe and we use 220 volt.

Can I just install a step down voltage transformer after the iso-transformer (or instead of)? And then I will be fine?

I bought a monitor on EBAY.
The word "fragile" means very little to people working in shipping.
So, the neck is damaged. Pins bent, some glas (plastic) broken (ont the neck). Too noob to really determine the amount of damage.

If you can't get to the anode cap just go ahead and pull the monitor out the front. I do this all the time without discharging just be careful not to grab the cap. It isn't going to jump out and get you

Well, my NOOBness includes not knowing what is dangerous and what is not dangerous to tough. Isn't the back part of the screen dangerous too? And that might be difficult not to touch.

The cabinet opens in the bottom part of the back but the monitor is located above this opening so I cannot get to the anode or even see much of the monitor.
THe monitor is to be extracted from the front.
