This gives me a new set of questions. Since its playing blind now it's almost definitely the monitor right?
Since I have neck glow any guesses to the monitor issue?
Do you think the cleaning of the boards got it back up, or did I fuse something together when I saw that smoke that got it up and running?

Any advice here is greatly appreciated as I'm super stoked that I went from total dead to signs of life

Wohooooo!! I'm making some progress just when I was about to give up.
I took the pcbs out and cleaned everything with canned air. Cleaned both sides of edge connector with eraser. Put it all back together and checked the voltage on the board. Still low
I wish at this point I would have tried to coin up but didn't think it would matter since I've already tried ten times with no luck.
Instead I chose to check Pcb voltage one more time. When I checked the voltage on the back board I got a split second of smoke and my 5 amp fuse blew. No voltage on either board. I replaced the fuse and got voltage on the front Pcb again, but when I checked back board the fuse blew again.
I replaced the fuse one more time, and was getting ready to close up the machine when I decided to coin up one last time.
It's playing blind now wohoooooooo! I'm not sure anyone should be happy it's playing blind, but it's a huge step up from completely dead.

Thanks Ian. I'm not getting 5v anywhere on my pcb but I do get 5.02v at my power supply. I'm also getting orange neck glow on my monitor but screen looks like it does when it's off.
Your opinion? Power supply, Monitor, or Pcb issue?

Ok so I've made a cool discovery thanks to your suggestion that it was a conversion cab. I managed to get some of the paint off the original side art , and it was originally a Kangaroo.
I did find the manual online for Kangaroo, and it helps on the parts they didn't convert. Fuses are slow blow, but all are good.
I'll try to get some pictures up soon. I really appreciate the help. Good community feel on this forum

Mania Challenge is the game. I couldn't find a manual online. I did replace a 5 amp fuse ( not sure if it was fast or slow )and it seemed to help.
I also checked some voltages with the multimeter. 5v was exact. The -5 was a little low at -4.77 the +12 was high at 13.59, and I'm getting barely anything when I test the PCB, about 2-3 DCV max.

I absolutely lived for the arcade growing up. Jr, Ms. Pacman, Galaga, etc. I started watching Johns Arcade on youtube, and I'm hooked I want this to be my new hobby bad, but have 0 experience. Other than watching Johns videos over and over . I've had some success creating Mame cabinets, but aint nothing like the real thing.

Hey gang. Do I need to replace with fast or slow blow.
I've read that amperage is important to keep the same. More voltage is ok, but can't find the speed. Any help?
