So....all these new parts and I still can't adjust it under 130v. In fact...if I take out the B+ pot and turn it on I still get 130v....shouldn't I get 0v?

So I have still not gotten this thing working despite replacing IC401, IC601, etc

I have tried a total of 3 IC601s (original, new, and from parts board). I brought it to a weekly arcade gathering for another set of eyes and it appears as if everything is working as it should, but it's not. I left with a parts chassis to try things on. I may try to see if I can get the parts chassis to work, but that's for a 19" monitor and not a 13". I just don't know what the subtle differences are other than the adjustments knobs for the picture and volume aren't on the chassis and are on a remote board instead.
