Can anyone recommend a PCB repair service they have used?

Depends on the game. Some guys out there specialize in certain games or manufacturers. Tell us what you have.

Also, I have never used the following, but I know others who have:

I have a TMNT with Jailbars on the sprites.  I have read a few suggestions on KLOV but no luck thus far.  
I have tried my 4 player and 2 player eproms still with the same results.  

I have the PCB in a 4 player "crime fighters" cab.

OK, I found the dip switch settings  Looks like Dip switch NO. 3 changes the mode to test.  I will try that and see what errors out.    Embarrassed

OK results of my test

MASK ROM CHECK

K4  BAD
k6  BAD
H4  OK
H6  OK
K27 OK
H27 OK

So looks like K4 and K6 are bad.
