What kind of stuff have you already tried?  How do the caps on the chassis look?  Do you have any loose or corroded connections? I was having a similar problem with my NEOGEO monitor and all I ended up having to do is clean and reseed all the connectors...

Is this a vector monitor? Which game?

If it's vector, it sounds like you have collapse. You need to replace the chassis transistors. What type of monitor? 6100 or Amplifone?
