I bought a monitor on EBAY.
The word "fragile" means very little to people working in shipping.
So, the neck is damaged. Pins bent, some glas (plastic) broken (ont the neck). Too noob to really determine the amount of damage.

Most importantly is the glass. If the glass is cracked on the neck you are screwed. If the plastic is broke and pins are bent. You can make that work. Careful straighten and plug the pcb back into it. Consider using hot glue or silicon to hold it together.

It's not the tube itself. It looks a little like that video John uploaded where he had a damaged neck (bent pins and some of the plastic). He made it work. But It just seems to me that the neck is something you could replace. It's like it is held in place using a strap.
