Mike's Arcade is consistently out of stock and Quarter Arcade's $15 + shipping minimum order policy seems silly in my opinion for 10 bolts.

So where can people find Nintendo CPO bolts?

Ebay? Maybe call up arcade parts places? Ask nin cab collectors? Maybe spares?
